The idea is to test future priests on criminal records and mental disorders in blatant contravention of the constitutional principle separating religious associations from the state. So the Moscow Patriarchate of the Russian Orthodox Church (ROC) has assessed a proposal of the Deputy Evgeny Marchenko, reports “Interfax”.
In response, the Patriarchate is referred to paragraph 5 of article 4 of the Federal law on freedom of conscience, according to which religious Association is created and carries out its activities “in accordance with their own hierarchical and institutional structure”, selects, appoints and replaces their staff, and sets out the requirements in accordance with internal procedures.
The Patriarch also said that, according to the same law, MPs “may not interfere in the hierarchical structure of the Church and dictate what the Synodal departments need it to function.”
