The Russian government approved incentives for projects in the field of recycling ethane and liquefied petroleum gas (LPG). Such measures will help a number of new projects, including the Amur gas-chemical complex planned gas-chemical complex in Ust-Luga, the mega-project of “Gazprom” and “Rushistory”, writes “Kommersant”.
We are talking about introduction of reverse excise on raw materials. For ethane, they will be 9 thousand rubles per ton, and for LPG — 4.5 thousand. On approval of subsidies in the second case, the energy Ministry and the Finance Ministry took more than a year.
Another item introduced in the state Duma of the bill was the introduction of a multiplying factor for a reverse excise on petroleum for oil refineries. The expenditure budget for this change aimed at promoting the modernization of enterprises, will amount to 161 billion rubles in 2020-2024 years.
Earlier, the head of VEB.Of the Russian Federation Igor Shuvalov offered to Finance the construction of the Ust-Luga complex at the expense of the citizens. For this, he said, it is possible to create the collective investment of the citizens. Mega project called the largest investment project, which should provide long-term economic growth. So, LNG from Ust-Luga will allow Gazprom to compete in the European market, if pipeline supply will continue to fall, and customers will abandon contracts.
