39-year-old Mikhail Degtyarev was appointed to a new position by presidential decree on 20 July. Its predecessor Sergey Furgal has been dismissed in connection with loss of trust, he was charged with two articles about the murder of businessmen in the early 2000-ies. The former Governor pleaded not guilty. After his detention in the region are uncoordinated protests.
Sunday, July 26, Degtyarev, first came to the rally participants. The same day he proposed to establish a national Council for consultation with local residents.
