In the state Duma is working on a bill on compulsory registration of dogs. About it RIA Novosti said the author of the initiative, the Deputy head of the Duma faction “Fair Russia” Oleg Shein.
According to him, the initiative is aimed at reducing the number of homeless animals on the streets. Shein noted that while owners are not required to register their dogs, then animals and will be thrown out. He stressed that compulsory registration is planned to make free.
Shein also said, in world practice the system of fines for owners who get rid of dogs in this way, widespread. He added that the possibility of registration of other animals is not considered. The consideration of the bill in the state Duma is scheduled for September.
Earlier in the Temryuk district of Krasnodar region, the local Deputy Vladimir Chenchik (“United Russia”) shot two dogs resting on the nature of the couple. One of them died on the spot. The mistress of animals said that the Deputy “in five metres from her husband, without warning, opened fire on the dogs, fired five shots”.
